Authority Above the Watchers
Saint Michael occupies a level of authority above Azazel and the Watchers. When reports concerning the Giants become too serious for the Watchers to handle alone, Azazel summons Michael personally rather than merely sending another report up the chain.

Michael’s presence becomes part of Xandir’s struggle with celestial obedience. Xandir can see immediate suffering on the ground, while the Archangels operate from a broader perspective that Xandir does not possess. That gap in knowledge becomes one of the central tensions of the prequel.
