Dusteater does not operate like a solitary monster. He coordinates possessed agents, government infiltration, regional contingents, and larger demonic objectives. His meetings read more like military briefings than random haunting, with every possessed host treated as part of a coordinated campaign.

Dusteater claims responsibility for the ancient serpent deception of the first parents and later drives the modern infiltration project surrounding Eden’s children. The High Seraph describes him as carrying the might of the Prince of Darkness at his fingertips, which helps explain why Xandir cannot treat him as an ordinary possessing demon.
