Rules That Shape the Realms
- Scope: standing celestial rules rather than one issued command

- Known principle: a righteous person cannot simply be confined to Hell
- Known provision: an Archangel on a heavenly errand receives celestial support
Rules Above Individual Orders
The novels repeatedly refer to Heavenly Law as a body of rules already in force. A Mandate tells a particular angel what to do; a Covenant binds participants to sworn terms. Heavenly Law defines the deeper limits within which those actions occur.
Law Can Hold a City in Balance
Serche is the clearest example. Because one righteous man enters before the city’s fall, the city cannot simply descend into Hell. It remains suspended at the Jaws until the moral balance changes.
Law Can Also Provide
In The Last Kingdom, Judy explains that an Archangel serving on a heavenly errand is entitled to the best available celestial support. Heavenly Law therefore governs provision as well as punishment and boundaries.
