Any citizen given a prognosis of certain death may request one final wish from a licensed enchanter. Once the request is properly invoked, a certified Wish Warden must begin fulfilling it as quickly as circumstances allow.

• A wish may not require the murder of another person.
• It may not compel treason or temporarily place the petitioner on the throne.
• It must remain within the warden’s genuine magical and practical abilities.
• It may not create obvious danger to bystanders, such as burial beneath unstable dragon treasure.

Wish Wardens carry credentials and operate under royal oversight. Every wish requires an auditor, progress reports, and official documentation. In Hubert’s case, those requirements expand into stamps from the Ministerium of Ministries, Bureau of Bureaus, and Unity of Unions—proof that even a dying person’s final request can be delayed by offices created to ensure it proceeds promptly.
