The Council of Archangels
Heaven’s Highest Visible Council
- Head: Saint Michael
- Members: Archangels
- Functions shown: high-level judgment, decrees, war leadership, celestial authority
- Later-series role: the Archangels unite in the final battle against the Serpent
A Council Above the Watchers
The Council of Archangels operates above the Watcher command structure. During the Giant crisis, Azazel considers the situation serious enough to summon Saint Michael, whom Xandir recognizes as the head of the Council. Michael’s arrival converts field reports into a binding heavenly decree.
Authority in Action
The council’s authority is not presented only as ceremony. Michael issues formal judgments under heavenly authority, witnesses are called, scribes record decrees, and lower-ranking angels are expected to obey the resulting law even when they struggle with its justice.
Deep Canon · The Final Council
In The Last Dawn, the Council becomes a literal battle formation. Raphael and the other Archangels join Xandir one by one against the Serpent until Saint Michael, described as chief among them, enters the fight himself.
